Ireland’s Department of Climate, Energy and the Environment has launched a public consultation on the draft second Electricity and Gas Networks Climate Change Sectoral Adaptation Plan (EGN SAP 2025). This plan aims to strengthen the resilience of Ireland’s electricity and gas networks in the face of ongoing and future climate change impacts.
The EGN SAP 2025 is a strategic adaptation plan developed by the Irish government, in collaboration with key stakeholders from the energy sector. It builds upon the first Electricity and Gas Networks Adaptation Plan published in 2019 and aligns with Ireland’s National Adaptation Framework (NAF) and the 2024 Sectoral Planning Guidelines for Climate Change Adaptation.
Unlike mitigation—which focuses on reducing emissions—adaptation addresses how Ireland can prepare for and respond to the impacts of climate change already being felt, such as:
Increased frequency of extreme weather events
Flooding
Storms
Heatwaves
Climate change is already having tangible effects on Ireland’s energy infrastructure. From damaging storms to rising temperatures, these impacts can cause service disruptions, threaten safety, and increase the cost of energy delivery.
To reduce these risks, the EGN SAP 2025 outlines 31 priority actions aimed at:
Reducing service disruption and physical damage
Improving long-term infrastructure resilience
Enhancing coordination between government, regulators, and network operators
Integrating climate risk into energy planning and investment decisions
These actions are designed to help Ireland’s electricity and gas sectors not only withstand climate events, but also recover more quickly from disruptions.
The Department is inviting feedback from individuals, communities, businesses, and organisations across Ireland. The consultation aims to gather views on:
How climate change is already affecting electricity and gas networks in different parts of Ireland
Which parts of the infrastructure are most at risk
Whether the proposed plan adequately prepares the sector for climate impacts
What further supports, policies, or changes are needed to make adaptation practical and effective
How to ensure adaptation actions are fair, transparent, and benefit everyone
This feedback will help shape the final version of the EGN SAP 2025 and guide future implementation.
